An idea like that in that time period was unheard of. You could say it was more of a moral way to punish a criminal by not killing or torturing them. As he said, "Crimes are more effectually prevented by the certainty than the severity of the punishment," he was an intellectual who thought that punishing a criminal with a strict sentence not including death or torture would help the criminal change, instead of killing them, he opted for proper alternatives such as these. Those who had done wrong in either the eyes of the government or morally, were both treated the same in his eyes.
